Having failed in a previous court case that would have enabled stronger regulation of the Internet, the Federal Communications Commission (FCC) is now moving forward on a "Plan B," of sorts.

Late this week, the Commission voted 3 to 2 to open an initial inquiry into a proposal to reclassify some Internet services as "phone services," over which the FCC has more control.
