A medical administrator is blowing the whistle on waste at TennCare. Christy Davenport works in a doctor's office in Clarksville, and says TennCare is paying the bills for patients who already have private health insurance. According to Newschannel 5, Davenport has met several times with state officials who run TennCare.  The revelation comes as the state agency is getting ready to cut benefits to thousands of TennCare enrollees to balance the state budget.
