If the Chattanooga City Council holds firm in its plan to freeze public transportation funding in its next budget, Volkswagen  and Alstom employees are going to have to find another way to work and back.  Both new factories will employ hundreds of area residents when they're up to speed. The Chattanooga Area Regional Transportation Authority (CARTA) had asked for $500,000 in order to add services for the new employees, but may be stuck operating at last year's levels.
