The measure would be the first step in getting a state referendum on the ballot in 2014. It is being sponsored by State Senator Brian Kelsey, R-Germantown.
Tennessee is one of only seven states that currently have no state income tax. Tennessee and New Hampshire both tax investment income but not salaries.
